PMZ-13 was established in 1954. It was developed by the Pryluky Air Defense Plant and delivered to the conveyor of the Pozhmashina plant (Ladan township).
It was the first massive fire truck on the 3-chassis ZIS-151.

This fire truck was manufactured until 1959.
In total, about 530 such machines were manufactured. Production was completed due to the removal of the ZIS-151 chassis from the conveyor and the launch of the new ZIL-157K all-wheel drive three-axle all-terrain vehicle.
